Head of department of energy in the Ministry of Economy, Mr. Krešimir Cerovac, introduced the participants to the developments in the field of energy efficiency made by the Ministry. Representative of the Energy Efficiency and Environmental Protection Fund, Ms. Irena Dubravec, presented the Fund's projects in financing sustainable construction, heat insulation, efficient lightning and other environmental efforts. Ms Dubravec also briefly explained the principles of applying for funding.

Representative of the company Energo Rijeka, Mr Duško Radulović, presented this communal company, owned by the City of Rijeka and Italian and German partners. Among other achievement in the field of energy efficiency, Energo set an example by introducing evironmentally-friendly street illumination, initiating a project of energy counsellors and Energo Kid, aimed at education of school children.

Mr. Borislav Prpic from HEP Toplinarstvo gave an overview of the facilities and projects by his company in the field of energy efficiency.

Ms. Irena Lucic (Brunata Croatia) presented the positive and negative experiences in the practical work with energy efficiency, and emphasised the need to modernize the law on ownership, which does not clearly define the legal basis for introduction of energy efficiency instruments in old buildings. Renato Libric, representative of CBRE, gave a presentation on 'green office buildings' and announced their construction in Croatia.

Representative of the building management company Stambeni ZG, Mr Zeljko Kosanovic, emphasised the financial element in application of energy efficiency measures and the difficult process of decision-making in old buildings. UNDP representative Zoran Bogunovic explained their efforts in raising awareness about energy efficiency through communication and assistance in obtaining financing. Apartment-owners were represented by Mr. Milan Jokić, head of the Association of apartment owners of the City of Rijeka.

All participants agreed that this kind of discussion opened some important questions that still need to be solved. By bringing all stakeholders to the same table, hopefully, energy efficiency measures will be easier to implement in old buildings as well.
